提高科技人员技术能力,尤其是青年科技人员技术创新能力的提升,一直是研究院
人才培养的工作重点,也是研究院当前乃至长远发展的突出需求。如何找到一种具体、
定量、有针对的标准,一方面评价选拔优秀青年科技人员,另一方面使广大青年科技人
才明确职业发展方向,满足青年科技人员技术发展需要,为他们成长成才提供必要的引
导、培育与支持,成为了研究院发展过程中急需解决的问题。
本文以创新胜任力涉及的相关理论为指导,在国内外关于胜任力问题相关研究成果
的基础上,结合研究院的生产和发展实际,通过调查问卷收集数据,运用SPSS统计软
件进行数据分析,根据结果构建了一套青年科技人员创新胜任力评价指标体系,包含专
业深度、知识宽度、钻研能力、责任导向、成就导向、职业理想、团队精神、创新精神
8个方面的素质、32项行为指标。运用本研究所构建的指标体系对研究院青年科技人员
创新胜任力的现状进行了评价,并根据评价指标体系的标准要求及测评结果,提出了创
新胜任力培养提升的途径。

Title: Research on innovation competency evaluation index system for
young scientists and technicians in BGP Geophysical Research Institute

At present,improving the technical ability of scientists and technicians, especially
innovation competency of young scientists and technicians is a key emphasis in BGP
Geophysical Research Institute. How to find a quantitative and individualized standard for
selecting and trmning outstanding talents becomes an urgent problem in BGP Geophysical
Research Institute.
Based on theories related to innovation competency and the international research on this
issue,this thesis combined with actual situation of BGP Geophysical Research Institute and
finally establishes a set of innovation competency evaluation index system for young
scientists and technicians. The index system includes the following 8 aspects: professional
depth, knowledge width, research ability,duty motivation, achievement motivation,
occupation ideal, team spirit, innovation spirit. All the 8 aspects are divided into 32 behavior
indexes. As an example the index system is applied for evaluating the status of the young
scientists and technicians innovation competency. Based on the evaluation results, this paper
proposes ways to improve young scientists and technicians innovation competency. The data
was collected from young scientists and technicians in BGP Geophysical Research Institute
and was analyzed using SPSS 11.0 statistical software.
