随着电力体制改革的不断深化,电力企业面临着日益激烈的市场竞争环境,加强和
规范企业内部管理成为了电力企业适应改革、实现发展的现实要求。绩效管理作为现代
企业内部管理的一个重要方法,已经被越来越多的电力企业运用到管理实践中去。绩效
管理是一个闭环的管理过程,它包括绩效计划的制定与幵展、绩效考核、结果的反馈及
应用等环节。
本文以大连供电公司为例,分析公司绩效管理的现状,探讨现代电力企业在内部管
理上运用绩效管理的经验与方法,并使绩效管理发挥积极作用,促进企业绩效提高,确
保企业战略目标能够实现。本论文首先介绍我国电力欧亿·体育(中国)有限公司改革发展的背景,以及电力企
业加强绩效管理的重要意义,并且介绍了绩效管理的相关理论,包括概念、流程、方法
以及国内外电力企业绩效管理应用现状,这些知识的梳理为本论文的研究奠定了理论基
础。
本论文通过结合电力体制改革下公司的发展趋势以及发展战略,结合大连供电公司
的实际情况,对公司绩效管理工作的进行了分析,总结出公司绩效管理中存在绩效管理
文化缺失、员工思想认识上有误区、各级绩效目标未有效融合、绩效指标标准模糊以及
管理流程没有实现闭环等问题,这些问题和缺陷使得大连供电公司的绩效管理未能有效
开展并发挥积极作用。本文重点对大连供电公司绩效管理的优化提升进行了思考与设
计,明晰了绩效管理工作的基本理念,针对分析出的问题提出了改进对策,例如:建立
高绩效氛围的企业文化,推行绩效经理人模式,根据“分级分类,量化考核”的原则,
完善了部门负责人、一般管理人员和一线员工三类人员的绩效流程,并完善了绩效考核
流程的管控措施以及考核结果的应用办法。

Abstract
With the deepening reform of power system,electric power enterprises are facing
increasingly fierce environment of market competition. To improve efficiency and achieve the
goal of business,the electric power enterprises have to strengthen and standardize the internal
management of enterprises. As a method of modern management, performance management
has been used by more and more power companies. Performance management is a closed loop
process, which includes performance planning, implementation, evaluation, feedback
and application.
Taking the performance management of Dalian Electric Power Company as an
example,we research the methods to establish an effective system of performance
management, which can improve the performance of enterprises effectively, and ensure
the strategic target of the enterprise. Firstly,this paper introduces the situation and the urgency
of strengthening performance management of the power enterprises in our country. Then the
paper reviews the relevant theories of performance mmiagement,including the concept,
method and process of performance management, the application and present situation of
domestic and international electric power enterprise, which lays tiie theoretical foundation for
the research of this thesis.
This paper analyses the development trend and strategy of electric power system,and
the current situation of performance management of Dalian Electric Power Company, finds the
problems of current performance management, including: the lack of performance
management culture, the misunderstanding of employees, the separation of performance
objectives at different level,the unclear standard, opened loop of management. These problems
restrict the development of performance management The paper focuses on the optimization
of performance management of Dalian Electric Power Company. The paper designs the theory
of optimization, the mode of performance manager, the appraisal model of three kinds of
person, and the related measures.
