摘 要
金融是现代经济的核心，一个地区金融业的发展速度和规模直接影响着本地区经
济发展的程度，金融助推经济发展的作用日益显现。近年来，鄂尔多斯市综合经济实
力大幅提升，2008-2012 五年间，全市地区生产总值年均增长速度达到 22.9%。金融
业对鄂尔多斯经济的快速发展发挥了及其重要的作用，同时也与经济发展保持了同步
快速增长势头。2008-2012 五年间，鄂尔多斯金融业增加值的平均增长速度高达
55.7%，初步形成了多元化的金融格局。尽管如此，鄂尔多斯金融业目前的发展状况
仍然不能满足经济发展的需要，金融业发展过程中存在资本市场发展缓慢、金融投入
结构不合理以及金融资源配置效率低下等问题。

本文正是基于以上背景，在前人研究的理论成果的基础上，借鉴金融发展理论和
战略管理理论，综合运用定性和定量分析法、对比分析法、SWOT 分析法和规范分析
法，在沿黄沿线经济带这个大的框架下，以鄂尔多斯市金融业发展的现状为切入点，
对鄂尔多斯金融业发展面临的机遇和挑战，自身的优势和劣势进行分析。同时结合与
呼、包二市金融业的比较，对鄂尔多斯市金融业在沿黄沿线经济带中进行战略定位，
提出把鄂尔多斯市打造成为沿黄沿线地区能源金融强市和民间金融城市的战略构想。

规范民间金融市场，优化区域金融生态环境，实施金融人才发展战略，提高金融核心
竞争力。通过一系列建议，希望对相关部门制定鄂尔多斯金融业发展规划有一定的借
鉴作用。

ABSTRACT
Finance is the core of modern economy. The speed and the scale of financial
development in the region directly affect the local developed level and the influence of
financial promotion has appeared day by day. Recently years, the comprehensive economic
power in Erdos has increased sharply. The average annual GDP has grown 22.9% between
2008 and 2012. The finance not only plays an extremely important role in the development
of economy for the rapid economic, but also maintains the synchronous rapid growth. The
average rate of the increase of average growth is as high as 55.7% during 2008-2012. And
it initially formed a diversified financial pattern. In spite of this, the situation of financial
development in Erdos is far away from the need of economic development. It also has the
problems of slowing development of capital markets, unstructured of financial investment,
and unreasonable allocation of financial resources, etc.
This paper is based on the background and the theoretical results, using the financial
development theory and strategic management theory, the author use the methods of
qualitative and quantitative analysis, the method of comparative analysis, SWOT analysis
and normative analysis. Under the framework of Yellow River economic belt, from the
point of the status quo of finance development in Erdos, the author analyses the challenges
and opportunities which finance is facing in Erdos and meanwhile, analyses the advantages
and disadvantages. At the same time, the author compared with the finance in Baotou and
Hohhot, put forward the strategic position of Erdos finance in Yellow River financial belt,
and also based on local economy to structure the multiple functional financial organization
system, to improve the financial ecological environment, to promote financial innovation,
and to improve the financial main competitive power. Through a series of suggestions, the
author hope that it has a use of helping the government formulates the developing plans in
Erdos financial.

1.1 选题背景和意义
1.1.1 选题背景
在金融危机引发全球经济衰退的背景下，金融业在现代经济发展中所发挥得重要
作用更显突出。金融是现代经济的核心，金融业的发展对国民经济的稳定发展和又好
又快地增长起着及其重要地作用。金融业，按照产业划分，属于第三产业。金融，是
通过债务链条连接的资金流动的大系统，具有很强的流动性、竞争性、开放性、风险
性和效益性。

西部大开发政策使内蒙古各地区经济发展步入了快车道，尤其是以呼包鄂为核心
的沿黄河沿交通干线经济带。该地区包括呼和浩特市、包头市、鄂尔多斯市、乌兰察
布市、巴彦淖尔市、乌海市和阿拉善盟的沿黄河、沿交通干线的 39 个旗县市区。2012
年该地区年末常住人口 1227.04 万人，占全自治区常住人口 2489.85 万人的 49.3%；
土地面积 52.3 万平方公里，占全自治区 118.7 万平方公里的 44%；地区生产总值
11844.4 亿元，占全自治区 17635.6 亿元的 67.2%。该区域位于全国“两横三纵”城
市化战略格局包昆纵轴的北端，是国家呼包鄂榆重点开发区域和呼包银经济带的重要
组成部分，区位优越，资源丰富，产业和城市基础较好，人口相对密集，已进入工业
化、城镇化加速期。“十五”以来，沿黄沿线经济带经济社会发展取得了巨大成就。

相对于区内其他地区，该地区金融业优势明显，金融规模较大。

位于内蒙古自治区西南部的鄂尔多斯市，其东、南、西与晋、陕、宁等民间资本
富集区域接壤，北与呼和浩特市、包头市隔河相望，是沿黄沿线经济带和呼包鄂“金
三角”经济带的重要组成成员。鄂尔多斯市煤炭资源富集，8.7 万平方公里的土地面
积 70%含煤。能源、重化工、装备制造及轻纺等产业发展较快。

近年来，鄂尔多斯市经济运行呈现“总量增长、增速趋稳”的态势。经济社会的
发展为金融业奠定了较好的基础，全市银欧亿·体育（中国）有限公司存贷款稳步增长，经营效益稳步提高；
证券市场、保险市场业务平稳发展；金融基础设施逐步完善，金融服务功能逐步改善；
金融机构种类较齐全，已初步形成以银欧亿·体育（中国）有限公司金融机构为主体，保险、证券相辅的现代
化金融体系，民间资本富集，民间借贷活跃。鄂尔多斯市金融业地发展不仅关系到沿
黄沿线地区经济的发展，还与全区金融业的整体格局密切相关。2009 年，鄂尔多斯
市成为全自治区唯一的金融综合改革试点地区，含盖金融产业的奖励政策及各类金融
产业专项鼓励发展政策陆续出台。此外，鄂尔多斯市公路、铁路、航空构筑的立体化
交通体系已基本形成，商贸物流中枢的效应初显，为区域金融合作、金融辐射提供了
良好基础。
