中油吉林化建阿国油气地面项目施工前期策划研究
随着中国经济 30 年的高速发展，国内经济取得世人瞩目的成绩，同时也遇
到了发展中的难题。面对当前中国经济结构调整的转折期，大多数中国企业除了
要调整自身产业结构，提高创新能力，提高产品核心竞争力，还要积极走出去，
到广阔的国际市场上寻找新的发展机遇，以解决发展的瓶颈问题。

中油吉林化建工程有限公司是一家具有石油化工特级总承包资质的施工企
业，是中国最早从事化工、石油化工装置建设的大型综合型施工企业，在国内石
化欧亿·体育（中国）有限公司建设领域享有很高的声誉，同时更具有 30 多年的海外施工管理经验。伴
随着中国能源欧亿·体育（中国）有限公司产能过剩的国内大环境，石化欧亿·体育（中国）有限公司的基础建设项目日趋减少，
面对生存和发展两大难题，中油吉林化建凭借多年国际工程的经验和自身优势，
积极调整企业发展重心，提出大力开发国际市场，坚定不移地走国际化道路。

本文以中油吉林化建新近承揽的阿尔及利亚油气地面项目为载体，针对该项
目特点及项目所在地的政治经济自然环境，重点阐述国际项目如何开展项目前期
策划工作、在策划的过程中要注意哪些问题，如何应对撒哈拉沙漠腹地恶劣的自
然环境开展有针对性的项目前期策划，充分体现对于国际项目尤其是资源匮乏、
自然环境恶劣的国际项目前期策划工作的重要性。为项目执行期顺利开展各项工
作，起到事半功倍的作用，为公司后续国际市场的开发和组织管理提供宝贵的经
验。同时希望通过本文能为相关企业在国际业务中提供一些可值得借鉴的经验。

Abstract
With the rapid development of economy in recent 30 years, the domestic
economy has gained the success that attracts worldwide attention, simultaneously
encounters the issue of development. In the turning period of the current
restructuring of China’s economy, the majority of Chinese enterprises should not
only adjust the industrial structure, improve the ability of innovation, enhance core
competitiveness, but actively go out to the broader international market to look for
new opportunities for the development in order to settle the bottleneck matter of
development.
China Petroleum Jilin Chemical Engineering and Construction Co., Ltd (JCC)
is a petrochemical grade licensed contractor and an earliest large integrated
construction enterprises in Chinese chemical, petroleum chemical plant construction.
In the domestic petrochemical industry, JCC enjoys a high reputation and obtains the
experience in overseas construction management. Along with China’s overcapacity
in petrochemical industry energy, infrastructure projects reduce gradually. Chemical
industry faces two problems of survival and development. JCC actively adjusts
business development goal, makes great efforts to develop the international market,
and unswervingly follows the path of internationalization with years of experience of
international projects and their advantages.
In this paper, it takes to Menzel Ledjmet East Project in Algeria of JCC as the
research object according to characteristics, project political and economic nature. It
mainly focuses on how to carry out projects of international project preliminary
planning work in process, and how to develop targeted pre-project planning to deal
with the harsh natural environment in Sahara desert. All above these studies indicate
the importance of preliminary planning job in international project lack of natural
environment and resources. Preliminary planning job yields twice the result with half
the effort on the implementation of the project, and provides valuable experience for
the development and organizational management in the following international
market. At least, the author wishes to gather lots of related experience on
international business for some enterprises through this article.

1.1 研究背景
伴随着中国的改革开放，在市场经济的巨大推力下，中国经济 30 年来得到
了迅猛发展，取得了世人瞩目的成绩。同时，全球经济一体化使世界变成了地球
村，世界各国之间的贸易往来和交流合作日益频繁，世界在影响中国，中国也在
影响世界。近十年来，在世界经济低迷的大背景下，中国经济不降反升，保持
10%以上的高速增长，在 2010 年中国经济总量超过日本，一跃成为世界第二，
创造了世界经济发展史上的神话。在保持高增长的同时，中国产业结构不合理，
基础能源产业过剩，资源环境破坏代价过高，自主创新不足，产品附加值低，人
口红利下降，传统产业出口下降，内需下降等诸多问题使中国经济良性可持续发
展压力巨大。面对当前中国经济发展的大背景，中国企业要积极应对经济形势变
化，及时调整自身产业结构和发展战略，以适应经济发展的需要。

中油吉林化建工程有限公司是一家具有石油化工特级总承包资质的施工企
业，是中国最早从事化工、石油化工装置建设的大型综合型施工企业，早在上世
纪八十年代初就开始涉足海外市场，先后建成 50 余套国外大型生产装置，与二
十余家国际一流的工程公司建立了良好的战略合作伙伴关系，培养了一大批国际
型人才，积累了丰富的国际工程建设经验和优良业绩，在国际市场上已经形成具
有一定影响力的品牌优势。面对当前国内能源欧亿·体育（中国）有限公司产能过剩的大环境，针对公司
自身特点和优势，吉林化建提出了走出去、走进去和走上去的发展战略，积极开
展国际业务，走出公司发展瓶颈。在公司大力发展海外业务的大背景下，公司通
过国际竞标，承揽到阿尔及利亚油气地面工程项目，阿尔及利亚油气地面工程
（MLE）是由阿尔及利亚国家石油公司（SONATRACH）和其合作伙伴加拿大 FIRST
CALGARY 石油公司（FCP）共同开发的。工程的 EPC 总承包商为意大利石油巨头
埃尼公司旗下的石油服务子公司 SAIPEM（塞班）公司。我公司与 SAIPEM 公司签
订的是施工总承包合同，合同金额为 1.0633 亿美金。合同内容主要包括地下管
道、钢结构、设备、工艺管道、电气、仪表的安装以及防腐保温工程。
