光纤通信网络技术在带来便捷同时,光缆线路也存在着点多、线长、易发生

线路中断、受环境影响敏感等缺点。在此情况之下,保证网络安全的有效途径就

是提高日常维护管理水平,地理信息系统(GIS)的引入是解决光纤通信网络信息

资源管理难题的有效手段。中国移动作为世界通信运营领域的领军企业,充分意

识到了光缆管线管理系统对网络建设、维护、经营的重要性,因此梳理地理信息

系统(GIS)在光缆管线管理系统资源管理工作的应用中遇到的问题和解决方法具

有重要的现实意义。

本文以中国移动巴彦淖尔分公司光缆管线管理系统实施项目的过程为例,分

析了光缆管线管理系统落地项目的任务目标、项目特点和遇到的困难,重点从时

间管理、沟通管理、危机管理等角度,探讨如何应用项目管理工具解决在项目运

行过程中遇到的问题,并评估实施效果。本文还对光缆管线管理工作的开展提出

了建议和思考,为其他类似项目提供一些参考和借鉴。

Abstract

Optical-fiber communication network technology bring the convenience to the

world, at the same time, this technology also have several disadvantages like multi-node,

long-distance, easy-interruption, and environment sensitive. In this situation, the

effective approaches of ensure the network security is to enhance the daily maintenance

management. Geographic Information System (GIS) is an effective means to solve the

problem of information management of the Optical-fiber communication network. As

the world leader in communication operation, China Mobile fully aware the importance

of the cable-pipeline management system which is useful to the network construction,

maintenance and management. That's why Geographic Information System (GIS) in the

cable-pipeline management system resource management have a great practical

significance.

In this paper, the process of China Mobile Bayan Nur branch cable pipeline

management system implementation project as an example, analyzes the mission

objectives cable landing project pipeline management system, project characteristics

and difficulties encountered in focus from time management, communication

management, crisis management perspectives, to explore how to apply project

management tools to solve problems encountered during the operation of the project,

and to assess the implementation of results. This paper also carry fiber optic pipeline

management recommendations and thinking, provide some reference for other similar

projects.
