油石化欧亿·体育(中国)有限公司的快速发展,各种安全管理模式的推陈出新,不但没有能够遏制事故的频繁发生,反而
导致各分司的安全管理组织结枚、公司本土安全文化、基层员工安全理念、基层生产工作程序混乱,
安全工作趋于形式化。下属的自备电厂,由于生产特点和石化欧亿·体育(中国)有限公司不同,以前使用的是电力欧亿·体育(中国)有限公司安
全管理模式,但应公司统一安全管理模式的要求,在公司HSE管理体系本身存在问题的情况下,强
制转变,实施过程中生搬硬套,并且由于缺乏必要的指导和创新支持,出现安全管理责、权、利不
清,5见场施工作业手续繁琐,员工安全意识削弱,安全隐患增多,安全形势严峻的局面。
作者以实地调研、文献梳理、定量分析与定性分析相结合的方式,以系统的观点,对热电厂安
全管理问题的研究分析发现,主要领导对安全管理认识不足、各级人员对安全管理体系理解不够、
由于缺少沟通,下级人员对制定的安全管理目标不认可、团队学习意识和能力不强等原因,导致了
目前的安全现状。
为此,对目前国内外安全管理的几种典型体系进行对比分析,指出典型体系管理方法对克拉玛
依石化公司热电厂安全管理改进的启示。结合克拉玛依石化公司热电厂现实情况,从制度创新、学
习型组织建立、目标管理、安全评价几方面,提出了解决措施。
从现有文献来看,相关研究主要集中在针对某种安全管理体系提出如何实施的步骤,而对于石
化欧亿·体育(中国)有限公司自备电厂的安全管理问题鲜有涉及,本文以克拉玛依石化公司热电厂为研究对象,探讨这一
类企业安全管理问题,并给出解决方法,研究对象及视角具有一定的创新性。

Petroleum and petrochemical industry is a high-risk industry, inflammable and explosive, toxic and
harmful, high temperature and high pressure continuous operation etc.With the rapid development of
China's petroleum and petrochemical industry, bring forth the new through the old security management
mode,not only failed to curb the frequent accidents, but lead to safety management organization structure,
the division of homeland security culture, staff safety concept, basic production working procedure of
chaos, security work tends to be formal. Under the power plant, because of the characteristics of production
and petrochemical industry is different, previously used by the safety management mode of electric power
industry, but should be unified security management requirements of the company, the problem, forced
transition exists in the HSE management system of the company itself, Apply mechanically the
implementation process, and due to the lack of guidance and innovation necessary support, Safety
management responsibility, right, interest is not clear, on-site construction operations cumbersome
procedures,weaken the employee safety awareness, increased security risks, security situation is grim
situation.
The author combined with field investigation, literature, quantitative analysis and qualitative analysis,
&om the system point of view, research on the thermal power plant safety management problem analysis,
leading to the lack of understanding of safety management, personnel at all levels is not enough,the safety
management system of understanding due to the lack of communication, the staff does not recognize, the
formulation of the the goal of safety management team learning consciousness and ability is not strong and
other reasons, led to the current security situation.
Therefore, the comparison and analysis of several typical system of safety management of domestic
and abroad, pointed out the inspiration of typical system management method to improve the safety
management of Karamay Petrochemical Co in thermal power plant. Combined with the Karamay
Petrochemical Co power plant reality, from the system innovation, learning organization establishment,
target management, safety evaluation, puts forward the solving measures.
From the existing literature, the research focused on the proposed how to implement steps for a safety
management system,and for the few problems of safety management of petrochemical industry owned
power plant is involved, the Karamay Petrochemical Co power plant as the research object, to discuss this
kind of enterprise security management problems, and the solving methods are put forward, the research
object and the perspective of innovative certain.
