摘 要
当前，各级政府、企业和社会民众在关注经济发展速度的同时也对保护环境给
予了高度重视，以破坏环境为代价增加 GDP 的生产模式难以实现经济和社会的可持
续发展，因此，寻找经济与环境和谐发展的契合点是当前企业和政府工作中的重点。

企业和政府作为不同的利益集团，其工作出发点和追求的利益不尽相同，进而导致
在实际生产和工作过程中的行为模式的不同。钢铁企业作为大气污染主要源头，既
面临着国家强力治污的环保政策压力，又面临着经济增速下滑带来的市场压力，如
何在保证钢铁企业效益以维持生存，同时又能做好烟气污染治理以实现钢铁企业可
持续发展以促进和谐企业的建成，两方面利益的考量势必造成钢铁企业在履行大气
污染治理方面与政府展开博弈。

本文在博弈论的视阈下，首先分析了企业、地方政府、中央政府不同利益集团
的利益冲突及利益取向，在企业与地方政府、地方政府与中央政府以及三者之间，
利用不同的假设条件构建了博弈矩阵模型，对不同的博弈模型进行结果分析，而后
以河北省某钢铁企业烧结机烟气脱硫项目为例，分析了钢铁企业和地方政府、地方
政府与中央政府不同的利益集团之间利益冲突和利益取向，最后根据博弈模型分析
的结果提出促进企业与政府博弈均衡的具体措施，以最终促进企业与政府、经济与
环境之间的和谐发展。

Currently, while all levels of governments, enterprises and society people concern
about economic growth are also giving high importance on protecting the environment,
the production mode of destructing the environment to increase the GDP is difficult to
achieve sustainable development of our economy and society, therefore, looking for the
harmonious development meeting point of economy and environment is the current focus
of work of the enterprises and governments.The enterprise and government as the two
different interest groups, the starting point of their work and the pursuit of different
interests are different, which then led to different behavior patterns in the actual
production and work process. Iron and steel enterprise as the major source of air pollution,
not only is facing pressure on the environmental policy of the state's power to control the
pollution, but also facing the market pressure which brought by economic growth
slowdown, how to ensure the effectiveness of iron and steel enterprise to survive at the
same time to make smoke pollution control in order to achieve sustainable development of
iron and steel enterprises in order to promote the completion of a harmonious enterprise,
taking into consideration the interests of both, it will result in the iron and steel enterprises
to start the game on air pollution control with the government inevitably.
In the perspective of game theory, This paper analyzes the interests conflict and
interest orientation among enterprise, local government and central government firstly,
then under the different assumptions builds the game matrix models of the enterprise and
local governments, local government and the central government as well as them three,
and analyzes the outcome of different game models, then regard sintering flue gas
desulfurization project of an iron and steel enterprises as the example in Hebei province,
analyzes the interests conflict and interest orientation among iron and steel enterprise,
local government and central government, finally put forward specific path to promote the
game balance improvements of enterprise and government depending on the result, in
order to promote the harmonious development of enterprises and the government, the
economy and the environment eventually.
