‘ 地勘单位现在面临的最大问题是如何去改革。对于地勘单位而言,在改革

发展中尤其需要建立一支过硬和稳定的地质队伍,要积极参与并大力推进找矿

突破战略行动,要切实发挥地质工作在生态文明建设中的基础性和先行性作用。

同时,地勘单位要加强自身建设,灵活经营机制,增强竞争力;要积极主动融

入地方产业经济发展之中,拓宽业务形态,做好服务。甘肃省有色金属地质勘

查局白银矿产勘查院(以下简称白银矿勘院)作为大西北的一支地勘队伍,正面

临着一条如何健康有序、可持续发展的改革之路,而对白银矿勘院转型的战略

研究势在必行。

本文首先阐述了生态文明建设、大地质和战略转型的理论,结合理论分析

了我国地勘欧亿·体育（中国）有限公司发展的趋势,由单一的基础地质、矿产地质扩展到矿山恢绿、

农业地质、城市地质、灾害评估与防治、环境治理、生态地质、旅游地质以及

地质遗迹保护等,地质战略转型势在必行。在对白银矿产勘查院现状分析的基

础上,重点对白银矿产勘查院发展战略制定和发展战略实施进行了详细说明,

举例白银矿勘院在组织结构调整、职责分解和薪酬体系改革上的探索实践,在

对现状分析之后提出了白银矿产勘查院在经营发展中主要存在基础性与商业性

地质工作不分、事企不分、加快发展的内在需求与事业体制制约的矛盾等问题。

根据存在的问题,制定了战略转型的总体思路,通过立足当前,着眼未来进行

业务拓展、围绕机制转型提升市场竞争力、以“大地质、大资源、大生态”观

念来引导地质工作,拓宽业务形态。最后提出了方案实施意见和进一步改进设

想,方案实施主要从组织机构调整、部门职责分解、薪酬体系改革三个方面来

进行论述。方案实施的保障主要从加强财务管理、加大审计监督、深化成本管

理、实施内部企业化改革四方面入手,确保战略转型的成功实施。

本论文采用理论和实践相结合的方法,从传统地质入手,论述了过渡到发

展大地质的必要性,通过对地勘单位战略转型的研究,对于白银矿产勘查院未

来的经营发展有一定的指导作用。

Abstract

The most serious problem of geological prospecting units are facing is how to

reform. For the geological prospecting units, in reform and development of

geological team especially need to establish an excellent and stable, to participate

actively and vigorously promote prospecting breakthrough strategy of action, to

effectively play the geological work in the construction of ecological civilization in

the fundamental and leading role. At the same time, the geological prospecting units

to strengthen self construction, flexible management mechanism, enhance

competitiveness; to actively integrate into the economic development of local

industries, expand business form,good service. Gansun buerau of Geology and

exploration for nonferrous metals Baiyin Mineral Exploration Institute (hereinafter

referred to as the Baiyin Mineral Exploration Institute) as a Northwest prospecting

team, is facing a how healthy and orderly, sustainable development road of the

reform, and the strategic research on Transformation of silver prospecting institutes

be imperative.

This paper first describes the ecological civilization construction, geological

and strategic transformation theory, combined with theoretical analysis of the

development of geological survey industry in China trend, expanded from the basic

geology,mineral geology single to the mine recovery green, agricultural geology,

geological disaster assessment and prevention, city, environmental governance,

ecological geology, tourism geology and geological relics protection,be imperative

geological strategy transformation. Based on the analysis of the Mineral Exploration

Institute of the current situation,focusing on the Mineral Exploration Institute

development strategy formulation and implementation of the development strategy is

described in detail, for example Silver Ore Prospecting Institute of exploration and

practice in the adjustment of the organizational structure, responsibilities of

decomposition and the salary system reform, the proposed Mineral Exploration

Institute in business development the main basis of existence and commercial

geological work is not divided,the business does not divide, restricting the internal

demand and business system to speed up the development of the contradiction of
