Abstract
Credit approval is the key to commercial bank credit operations, while the real
estate enterprises is an important customer loans of commercial banks. Shantytowns
is the current situation of China's steady growth, the best combination of structural
adjustment and benefit people's livelihood, and is conducive to the long-term
benefit of current popular works again. Although shantytowns project there are also
many risks of credit, but as the main force of China's financial system,
commercial banks should seize the opportunity, based on commercial principles,
and increase efforts to support the shantytowns, the implementation supports
national and their own livelihood projects the dual goals of business development.
The paper use literature analysis, case studies and survey analysis and other
methods, on the basis of knowledge of domestic and foreign research status related
presentations and commercial bank credit operations, credit risk, introduce the
shantytowns project credit support in the background , and the situation of
shantytowns project credit of commercial banks, analyzes the current situation of
commercial banks, and the current situation of shantytowns project credit approval
of commercial banks real estate enterprises, pointed out the shantytowns project
credit approval problems of the commercial banks to the real estate business: credit
approval efficiency needs to be improved, full-time person to information restricted
credit approval, commercial bank credit management tools is not perfect, smaller
commercial banks grassroots line of credit approval authority, the professional
quality of commercial bank loan officers to be improved; and made a perfect
commercial banks to the real estate business shantytowns project credit approval
strategies: optimization of real estate enterprises shed reform project credit approval
process, the crack problem of asymmetric information, improve credit approval
and credit investigation system oversight mechanisms,scientific allocation of credit
approval authority strengthen the credit approval of qualified personnel, pay
attention to credit approval risk prevention. Finally, take GS Bank Yunnan BranchI
Guandu District tower dense shantytowns project credit approval as an example,
analysis the real estate enterprises of commercial banks credit approval process
empirical, pointed out the problem of credit approval and put forward suggestions
for credit approval management .

摘 要
信贷审批是商业银行信贷业务的关键环节,而房地产企业是商业银行的重
要贷款客户。棚户区改造是当前形势下我国稳增长、调结构与惠民生的最佳结
合点,是既有利于当前又惠及长远的民心工程。尽管棚户区改造项目信贷同样
存在诸多风险,但作为我国金融系统的主力军,商业银行应抓住机遇,以商业
原则为基础,加大对棚户区改造的支持力度,实现支持国家民生工程和自身业
务发展的双重目标。

本文运用文献分析、案例分析和调查分析等方法,在介绍国内外相关研究
现状和商业银行信贷业务、信贷风险等知识的基础上,介绍了棚户区改造项目
信贷支持的背景,商业银行棚户区改造项目信贷投放现状,分析了商业银行房
地产企业棚改项目信贷审批的现状,指出了商业银行对房地产企业棚改项目信
贷审批存在的问题:信贷审批效率有待提高,专职信贷审批人信息渠道受限,
商业银行信贷管理手段不够完善,商业银行基层行信贷审批权限较小,商业银
行信贷人员的业务素质有待提高;并提出了完善商业银行对房地产企业棚改项
目信贷审批的对策:优化房地产企业棚改项目信贷业务审批流程,破解信息不
对称问题,完善授信调查制度和信贷审批监督机制,科学配置信贷审批权限,
加强信贷审批人才队伍建设,重视信贷审批风险防范。最后以 GS 银行云南省分
行官渡区塔密棚户区改造项目信贷审批为例,对商业银行房地产企业信贷业务
审批的过程进行了实证分析,指出了信贷审批的问题并提出了信贷审批管理的
对策建议。
