摘要：随着经济的发展，资源和环境问题、人与自然的关系问题越来越成为
人们不得不考虑的重大议题。当今社会，经济高速发展、人们生活水平不断提高，
科技创新不断涌现。然而，生态问题、环境问题也越来越成为人类不可逃避的现
实难题：全球气候变暖，臭氧层被破坏，生物多样性减少，酸雨蔓延，水环境污
染严重，大气污染等等，成为人类能否在地球上继续生存、继续发展的严峻挑战。

绿色发展战略的提出，正是在这种情势下应运而生，它是人类实现自身发展和自
然和谐相处的唯一出路，是人类发展的必然选择。

所谓的林业，是指保持生态的平衡和保护生态环境，借助树木的自然属性起
到防风固沙的作用，同时培育森林用以获取木材以及其它林业产品的生产部门。

林业也是国民经济的一个重要组成内容。林业的发展对于经济和自然生态的和谐
一致具有很好的促进作用。

围绕上述论点，本文从以下三个主要方面展开了讨论：
第一方面，研究背景和现实意义。新的社会发展条件下，人类的发展与自然
之间的关系显得格外紧张，资源和环境渐渐成为经济发展的瓶颈。“十二五”也再
次强调了加快转变经济发展方式的重大课题。实施绿色发展战略刻不容缓。

第二方面，绿色发展战略的相关介绍。本文第二部分阐述了绿色发展的内涵，
第三部分论述了国内外绿色研究以及相关理论依据，并在文中的第五部分第一个
内容提出了绿色发展四大战略：速度、质量、效益协调一致的战略，人与自然和
谐相处的战略，生态修复战略，富民减贫战略。

第三方面，即文中的第四部分和第五部分第二个内容，分别阐述了新源林业开
发公司的基本情况以及新源林业开发公司的现状及其面临的机遇，并在最后一部
分从自然、生态、生活、金融和心灵五个方面为新源林业开发公司实施绿色发展
战略提出了对策建议。

ABSTRACT：With the development of economy, resources and environmental
problems, the relationship between human and nature become bigger and bigger issues
people have to consider In today's society, economic develops rapidly, people's living
standard is constantly improve, the science and technology innovation arise every day .
However, ecological problems and the environmental problems are becoming more and
more the inevitable reality of human problems: global warming, ozone layer destruction,
biodiversity decrease, the spread of acid rain, water environment pollution, air pollution
and so on. It becomes controversial now whether humans can survive on the earth and
environment problem severely challenges sustainable development. Green development
strategy is put forward inhere, in this situation at the vital moment,and it is the only
way to achieve our own development and get along with nature harmoniously, so it is
the inevitable choice of human development.
Forestry is to point to protect the ecological environment ,to maintain ecological
balance, to fostor and protect forests for timber and other forest products, using natural
characteristic of the forest in order to play a protective role in the production department,
and it is one of the important part of national economy. The development of forestry has
the very good role in promoting harmony between economy development and the
natural ecological.
So as to the above argument, this article will discusse them in the following three
main aspects:
The first , the research background and realistic significance. In the new social
development condition, the relationship between the development of human beings and
nature is very tensive, and resources and environment gradually become the bottleneck
of economic development. The twelfth five-year plan has once again stress the major
issue of speeding up the transformation of the pattern of economic development. So it is
urgent to implement the strategy of green development.
