庆地区煤炭资源匮乏,煤炭陆路运输成本较高,所以大力发展煤炭海进江运输模

式对重庆经济社会的发展具有战略性作用。

海进江模式是一种特殊的货物多式联运方式,所谓煤炭“海进江”,是指煤

炭经秦皇岛港等北方港口海运至长江下游港口浮吊中转,再逆江而上转运至沿江

各港口,最后运抵华中各大火电厂、钢铁企业、石化企业和水泥建材企业。本文

聚焦于重庆地区煤炭海进江供应模式中的风险管理问题,首先从重庆地区煤炭资

源供需矛盾、重庆的区域位置、长江航运能力等方面分析了煤炭海进江供应模式

的必要性和可行性;其次,本文重点论述了发展煤炭海进江供应模式面临的风险

与问题,本文认为,根据风险来源不同煤炭海进江供应风险可以分为人为风险、

机械风险、环境风险、管理风险和价格风险,根据致损对象不同,煤炭海进江运

输风险可以分为人身风险、货物财产风险和社会风险;最后,本文借鉴国外先进

经验,从技术角度、管理角度和操作角度有针对性提出不同风险类型的管控策略,

以有利于实现重庆地区煤炭海进江的综合比较优势。

ABSTRACT

Chongqing is waterborne condition is superior, the waterway freight volume in a

variety of modes of transport for the first time, at the same time, the lack of coal

resources in Chongqing area, the coal road transportation costs higher, so vigorously

develop coal transgressive river transportation mode for economy and society in

Chongqing is of strategic action.

Transgressive river pattern is a multimodal transport of goods, the so-called

transgressive Coal River, refers to the Qinhuangdao port coal ports in the North Sea

to the lower reaches of the Yangtze River port crane transfer, and then against Jiang

and transported to the Yangtze River ports, finally arrived at the fire power plant in

Central China, iron and steel enterprises, petrochemical and cement building materials

enterprises. This paper focus on risk management issues in the supply model of coal

water river in Chongqing area, first from the coal resources in Chongqing area, the

contradiction between supply and demand in Chongqing region, the Yangtze River

shipping capacity position are analyzed from the aspects of transgressive River coal

supply mode necessity and feasibility; secondly, this paper discusses the risks and

problems facing the development of coal, transgressive River supply mode is

considered in this paper, according to the different risk sources of coal supply mode of

transgressive river transportation risk can be divided into artificial risk, environmental

risk, management risk, mechanical risk and price risk, according to the damage caused

by the different objects, the risk of coal transgressive river transport can be divided

into personal risk, cargo property risk and social risk; finally, this reference the

advanced experience of foreign countries, from a technical point of view, the

management and operation angle puts forward different types of risk control strategies,

to contribute to the Chongqing area coal transgressive River comprehensive

comparative advantage.
