本检定管理信息系统是根据天津市气象仪器计量检定所实际情况设计的，在
对现实业务进行了详细调研和分析，考虑系统的持续性及可扩充性，并且最大可
能的降低后期维护的工作量，采用B／S方式，web浏览器一应用服务器(多层架构)
一数据库服务器N层架构，客户端只需使用浏览器，无需安装任何软件，真正实
现瘦客户。

本文首先对常用的气象仪器做了必要介绍,随后对计量检定工作目前在我国
发展现状、存在问题以及未来趋势作了简要叙述。

接着本文对整个软件系统的实现进行了详细的阐述，包括系统的需求调研、
需求分析、详细设计。在整个开发过程中所解决的主要问题包括：权限的严格划
分、角色的灵活定义和分派、领导的审核以及对总体业务的监督和数据信息共享。

本系统最终实现检校测子系统、质量监督子系统、领导查询统计子系统中大
部分功能；另外系统的安全模块中实现了灵活的角色定义和严格的权限划分。在
目前计量所业务管理框架的基础上，充分满足对业务的各个环节的质量监督及控
制要求。同时依靠计算机网络的先进性、实用性来实现各类数据的汇总及分析工
作，最终实现上级领导对本所的业务信息、业务质量能够及时进行动态监督及数
据信息的统计查询功能。

最后针对天津市气象仪器计量检定管理信息系统的开发和实施,本文采用5
分制打分法,对该系统进行了评价,结果表明该系统为基本符合但还有改进之处。

一方面该系统满足了计量检定信息管理的基本需求,将目前的大量工作流程化,
提高了工作效率；另一方面,该系统还有待完善的地方,需要通过后续不断改进,
使其更好满足日常计量检定管理工作中的实际需求。

ABSTRACT
This MIS depends on the requiring of the Measurement Institute of Tianjin
meteorological instruments. By particular research and analysis task, considering
expansion and durative, B／ S mode and web explorer and application Server
(multilayer flame) and Database server N. 1ayer frames are used in this MIS. which
Can utmost reduce workload of maintenance. Client only needs using this explorer
and needn’t any other software.
First of all, this paper introduces the meteorological instrument. Subsequent
verification work is currently in our development status, problems and future trends
are briefly described below.
This paper describes all the system which include request and analysis and
design and Database and code and test system. The main problems of all the process
are mark out authority and role define and lead auditing and operation supervise and
browse.
From accepting formost instruments to aftermost reports, this system Can
complete operates which are appraising and adjusting and examining and auditing. In
the safety module, this system can achieve role define and authority marking out.
Base on the task management structure, this MIS can satisfy all course of quality
supervise and control. Depended on the advanced net, the system Can achieve
collecting and analysis data. Finally the system Can give the leads of Measurement
Institute all information of task and quality and dynamic supervise.
The comprehensive equipment management platform meets carious requirements
of mechanical equipment management, standardizes the work flows, and enhances
the work efficiency. What’s more important, the Measurement Institute MIS is an
advanced management concept and creates higher economic benefits for this
institute. In this paper, the Measurement Institute MIS of Tianjin is ceaselessly
improved by analyzing the need for equipment management functions and objectively
assessing the system.
