海上风电是未来风电发展的方向和趋势,尽管在欧洲海上风电建设和运营已
较为成熟并形成规模,但国内海上风电场仍规模较小,整体尚处于摸索阶段。国
内海上风电场的运维管理模式大多仍沿用陆上风电场的经验。但海上风电有其特
殊性,设备复杂程度和运维难度均高于陆上风电,目前的以巡视定检和排故式的
风电机组维护模式难以满足海上风电场的要求。
本文针对目前我国海上风电场的实际情况,从海上风电场的特点入手,对海
上风电场所涉及的运维工作内容提出了梳理,并结合上述内容对不同类型海上风
电场的运维模式选择进行了建议。此外,基于设备可靠性运维理念已经在航空等
诸多领域成熟应用,同传统的运检模式相比其优势较为明显。本文探索了将以可
靠性为基础的运维模式应用于我国海上风电领域的意义和可行性,并通过对比国
内外有关标准深入研究适合我国海上风电的可靠性评价方法,详细分析了以电量
为基础的可用系数相对传统以时间为基础的可用系数的实施差异和优势。为进一
步论证以可靠性为基础的运维方法在我国海上风电场的推广价值,本文以国内已
建成的某潮间带风电场为实例,通过SWOT方法分析如何能够有效推行以可靠性
为基础的运维工作,并结合现场实际运维数据,对以可靠性为基础的运维工作能
够带来的优势进行计算评估。

Abstract
Offshore wind farm is the direction and tends for the development of wind
power in the future. In European countries, the construction and operation in offshore
wind farm was very experienced and already formed the scale, but the offshore wind
farms are still rare to seen and on exploration stage in china. The O&M stratage of
offshore wind farm in china often followed the onshore wind farm mode. But the
offhore wind farm is different form the wind farm onshore, it is more complex and
harder to repair, the regular inspection and trouble-shooting methods in onshore wind
farm can not meet the requirement in offshore wind farm.
In this article, according to the characteristices and real situation of the offshore
wind farm in china, the works of the O&M were introduced in detail firstly, and then
made recommendations of the O&M stratage selection for the offshore wind farm in
different type. On the other hand, because the concept of O&M based on reliability
was already used on many fields such as aviation industry and its advantages were
obvious compare with the traditional O&M concept, the author did lots of research to
let this concept applied to offshore wind farm and identify it is meaningful and
practical. Then, technical specifications of the availability domestic and overseas
were compared, the advantages and disadvantages of time based availability and
production based availability were analyzed. In order to prove the O&M based on
reliability could bring a lot of benefits in the offshore wind farm, the author estimated
the production saving and availability improving after using the O&M stratage based
on the reliability of wind turbines based on real datas from an offshore wind farm in
domestic to, and made a proposal through SWOT method to apply the O&M stratage
based on reliability more quickly and effectivly in this offshore wind farm.
