摘要
随着国民经济的快速发展,港口已成为国民经济的重要基础设施及交通运输
枢纽,对区域经济发展有着重要的推动作用。当前,虽然我国一些港口的吞吐量
位居世界前列,但从整体上看来,我国港口落后国际先进港口很长一段时间。长
期以来,由于港口在规划建设时缺少对环境保护问题的考虑,较少把环境等可持
续发展因素列入港口评价体系。港口经营者的管理理念中缺少环境保护意识,港
口的生产装卸过程缺乏污染处理设施等诸多因素,导致我国港口环境遗留问题比
较严重。当前港口的生态环境建设大都停留在港区绿化、污染源的治理等低端层
次上,对港口经济发展模式的选择、节能减排措施的实施以及港口环境管理体系
的创新等诸多环节还存在很多误区;港口的环境保护政策缺少相应的管理条例;
绿色港口规划与设计方面的研究工作很欠缺
本文主要围绕天津港煤码头在生态型港口的建设,对比国内外生态型港口,
特别是生态型煤码头的建设情况,从机制建设、管理手段、抑尘、节水、节能、
景观等方面,探索存在的各种问题和不足,进而针对这些不足,研究有效的对策,
如:完善机构、强化管理、减少煤尘污染、节能节水、港口绿化等,并将这些对
策开展实施,以促进和加快天津港生态型煤码头的建设,改善港区环境,提升港
口的综合能力
通过本文的研究,已经初步理清了天津港生态型煤码头建设的思路,找到了
现阶段的主要问题,并制定和实施了有效的措施。通过一系列的改进,港区的生
态环境得到改善,煤尘污染减少,能源、资源消耗降低,绿地面积增大,生态型
煤码头的格局基本形成,为其持续发展提供了新的思路

ABSTRACT
With the rapid development of the national economy, the port has become an
important infrastructure of national economy and transportationo Hub, plays an
important role in promoting the development of regional economy. At present,
although some of our country port tibroughput in the world, but the overall point of
view, China's port behind the international advanced port for a long time. For a long
time, due to the lack of port on the issue of environmental protection consideration in
the planning and construction, less environmental factors included in the evaluation
system of sustainable development of port. The lack of awareness of environmental
protection of the port operators management concept, production loading and
unloading port lack of pollution treatment facilities and other factors, led to our port
environmental problems more serious. Construction of the ecological environment of
the current port only stay in port area greeningcontrol of pollution and other low-end
level, energy-saving emission reduction measures on the port economic development
pattern choice, and the implementation of port environmratal management system
innovation and many other areas there are still a lot of errors; environmental protection
policy ports lack corresponding management regulations; work on green port planning
and design is the lack of.
This paper mainly focuses on the coal wharf of Tianjin port in the ecological
construction of port, comparing tiie domestic and international ecological ports,
especially the construction of ecological coal wharf, from the system construction,
management means, dust, water saving, energy saving, landscape and so on,
explore the various problems and deficiencies,and aiming at these problems,research
on effective countermeasures such as: perfecting the mechanism , strengthen
management, reduce dust pollution, saving energy and water, green, the port,
and the countermeasures to carry out the implementation of the construction, promote
and accel^ate the Tianjin Port coal terminal port ecological, improve environment,
enhance the comprehensive ability of port.
Through this research, has clarified the ecological Coal Wharf Tianjin Port
Construction of ideas, we find out the main problems at tixe present stage, and
develop and implement effective measures. Through a series of improvements, the
ecological environment of port is improved, the coal dust pollution reduction
energy,resource consumption,green area increasing, ecological Coal Wharf pattern
is formed basically, provides a new way for the sustainable development.
