在当今已经进入知识经济时代,全球化市场竞争的空前激烈,企业之间
的竞争加剧,使得人力资源管理越来越被众多的企业所重视,人力资源成为
企业最具创造性和能动性的要素,是获取竞争优势的关键所在。如何保持人
力资源竞争力的持续提升,科学、有效的绩效管理是关键环节。有效的组织、
运行良好的绩效管理体系,结合组织与个人发展需要进行培训与开发,使得
人尽其才、物尽其用。最终实现最佳组织绩效。
本文以甘肃省电视台制作中心为研究对象,制作中心作为甘肃省广播电
影电视总台(集团)直属单位,将国内外的绩效、绩效管理进行了成果的归
纳、总结和对比分析成果运用到制作中心绩效管理体系设计中,对制作中心
目前的绩效管理体系进行深入分析和研究,指出其中存在的问题与不足,应
用KPI来建立科学规范的绩效考核体系。
文化事业单位目前正面临企改制转型,有效的绩效管理体系是改革中的
难点,本文对制作中心新的绩效管理方案的实施情况进行了总结,指出了方
案的优缺点及实践的启示与体会,希望对制作中心绩效管理体系改革则更加
具有现实指导意义。

Abstract
In the era of knowledge economy, the increasingly fierce competition among enterprises,
the human resources as the elements of the most creative and initiative, is the key to obtain the
competitive advantage. Continue to improve how to mmntain the competitiveness of human
resources, scientific, effective performance management is a key link. Effective oiganization,
good operation performance management system, combined with the oiganization and individual
development needs for training and development, which give full scope to the talents, turn
material resources to good account. Ultimately to achieve the best performance.
This paper takes Gansu province TV production center as the research object, the production
center in Gansu Province as the broadcast film and television (Group)units, performance,
performance management at home and abroad were summarized summary and comparison results
of analysis results used to produce center performance management system design, in-depth
analysis and Research on performance management system of production center at present, points
out the existing problems and shortcomings, using KPI to establish scientific and standardized
performance appraisal system.
Cultural institutions are now facing enterprises transformation, effective performance
management system is the difficulty of reform, the implementation of the performance
management scheme of the new production center is summarized, and points out the advantages
and disadvantages of practice experience and enlightenment, hope to make reform center
performance management system is more realistic significance.
