摘要
我国开展利用外资工作至今,在利用外资规模不断扩大的同时,利用外资质
量也在不断提升,弥补了国内建设资金的不足,为我国经济社会快速发展做出了
重要的贡献。党的十八大报告提出:要提高利用外资综合优势和总体效益,推动
引资、引技、引智有机结合。因此,利用外资不再是单纯追求数量上的突破,更
要着眼于利用外资的质量提高,以及其带来的先进技术、先进设备、先进人才和
产生的溢出效应和带动效应。
本文在对大量国内外参考文献进行总结的基础上,选取杭州市利用外资质量
工作作为研究对象,首先,根据杭州市2008年一2012年外资工作统计数据,分
析杭州市利用外资工作的现状及存在的问题》其次,通过将杭州市利用外资数据
分别与本省地级市以及外省具有代表性的地级市进行定量比较,得出杭州市利用
外资质量在全省处于领先地位,在全国平均水平之上的初步结论。在此基础上,
运用模糊层次分析法对杭州市、宁波市、舟山市、苏州市利用外资质量评价体系
进行实证分析,通过比较,得出杭州市在利用外资投资方式分布、引进髙新技术
产业方面外资等方面较有优势,但在大项目引进、外资来源国分布、外资企业效
益等方面较为欠缺的结论。最后,根据上述评价分析,提出杭州市要进一步在强
化产业招商、创新利用外资方式、科学招商选资、提高服务水平等方面下工夫,
不断提升利用外资质量水平。

Research on the Quality of Hangzhou Using Foreign Capital and

Upgrade Solution

Abstract

Since China carried out the policy of using of foreign capital, the scale is

continuously expanding, at the same time, the quality of using foreign capital is also

rising, which has made up for the lack of construction funds and has made important

contributions to rapid economic and social development for domestic China. The

report of the 18th National Congress of the CPC poses: we should improve the

comprehensive advantages and overall efficiency of using foreign capital, combine

using foreign capital, cited skills and talent recruitment. Therefore, using foreign

capital is no longer simply the pursuit of a breakthrough on the number, but also

should focus on improving the quality of using foreign capital, as well as their impact

on advanced technology, advanced equipment, advanced talent and their spillover

effects and driving effect.

Basing on a large number of domestic and foreign references, this paper selected

Hangzhou as the object, researching its achievement of using foreign capital. Firstly,

according to the statistical data of Hangzhou using foreign capital of 2008-2012, this

paper analyze the situation of Hangzhou using foreign capital and the problems

Hangzhou has in the work of using foreign capital. Secondly, by comparing the

statistical data of using foreign capital between Hangzhou and others citis in Zhejiang

province, and also with representative cities in China, made a conclusion of that

Hangzhou is in the leading position of Zhejiang province, and above the national

average in China. On this basis, this paper used fuzzy quality synthetic evaluation to

analyze the appraisal system of HangzhouNingbo、: Zhoushan and Suzhou using

foreign capital respectively, and thus come to the conclusion of that Hangzhou has

more advantages at the distribution of investment mode and the introduction of

high-tech industries foreign investment, but in the aspects of the introduction of large

projects, foreign investment source country distribution of benefits and benefits of

foreign-funded enterprises are lacking. Finally, according to the evaluation analysis,

Hangzhou should strengthen industrial investment, innovation of using foreign capital,

scientific investment selection, improve service levels, and thus make an effort to

constantly improve the quality of using foreign capital level.
