当今世界,国力的竞争越来越表现为知识、科技和人才的竞争,社会的财富
也越来越向着具有科技与人才优势的国家集中,知识与人才优势的形成离不开教
育的强大支撑。一个国家人力资源的基本素质和创新能力与一定的教育模式紧密
相关,其中职业教育更侧重于生产和工作的实际,直接服务于经济和生产活动,
是推动科学转化为现实的生产力的武器。大力发展职业教育是促进我国工业现代
化,建设制造业强国的迫切需要。面对这一背景,高等职业教育模式的创新研究
成为一个值得深入研究的课题。
本文在对国内外有关高等职业教育相关研究进展进行综述的基础上,首先针
对高等职业教育的相关概念和理论基础进行总结分析,阐述高等职业教育所依据
的人力资源管理理论、教育经济学理论以及产学研体制的相关理论。其次总结了
发达国家典型的高等职业教育模式,如德国双元制教育模式、法国大学校教育模
式、英国工读交替与现代学徒制教育模式以及澳大利亚的TAFE教育模式,并分
析国外高等职业教育模式发展出现的欧亿·体育(中国)有限公司企业深度参与培养、以职业为导向进行
课程开发、职教教师职业化、职业教育得到立法保障等趋势。
本文以青岛科技大学高职成教学院为案例,研究分析我国高等职业教育的现
状及存在问题。通过利用问卷调查和SWOT分析的方法,综合青岛科技大学高
职成教学院具有的优势、劣势、机遇、威胁,采用SWOT矩阵分析,综合得出
该校高等职业教育的现状以及存在问题,进而扩展可以看出我国高等职业教育模
式普遍情况。在此基础上,构建了基于政校企研“四位一体”的高等职业教育模
式,并从校企合作、校际合作、校政合作和校研合作等几个角度,提出可以借鉴
的建设内容和实施方案,其中校企合作思路中包括订单式培养、资源共享、继续
再教育等内容,校际合作包括共建实习实训基地、学分互认等内容。最后给出了
高等职业教育模式推进实施的保障措施,从管理体制、制度保障、运行机制、教
学改革、学生管理、师资建设、国际交流等方面提出对策建议。

ABSTRACT
In today's world,the competition of national power is increasingly reflected in
knowledge, technology and talent competition. Social wealth is being more and more
concentrated in the country with technology and talent advantages. Knowledge and
talent advantage can not be formed without the strong support of education. Basic
quality and innovation capacity of national human resources is closely related to the
certain mode of education. Vocational education is more focused on the actual
production and work and directly serves the economic and production activities.
Vocational education is the weapon to turn the science into real productivity. To
develop vocational education vigorously is an urgent need to promote the country's
industrial modernization and the construction of the manufacturing power. Faced with
this background, vocational education model innovation research has become a topic
worthy of further study.
Based on the review of domestic and foreign Higher Vocational Education
research progress, firstly, the related concepts and theoretical basis on vocational
education are analyzed; human resource management theory, theory of economics of
education and research system theory which vocational education is based on are
elaborated. Secondly, typical Vocational Education Model of developed countries are
summarized, such as the German dual system of education mode, the French school
education mode, alternating work-study and modern apprenticeship education mode,
as well as Australia's TAFE education mode; and several trends which emerged in the
development of higher vocational education model abroad are analyzed, such as,
industries and enterprises deeply involved in training, career-oriented curriculum
development, the professionalism of teachers in vocational schools, vocational
education legislation protection.
