摘 要
市场经验证明，工程项目建设中的招投标制度是一种相对成熟有效，科学严谨的工程
发包、承包模式，也是确保工程质量、缩短工程施工周期的优良制度。经过长期的实践活
动，国际招投标运作日趋成熟，目前形成了一整套国际惯例，规范化程度越来越高。但是，
由于我国的招投标制度的建立和推广，对比国外发达国家仍有推行时间短、法律法规制度
不健全，主要管理部门不明晰，专业人才匮乏等一系列问题，导致当前的工程建设招投标
工作中存在着部分问题。
本文力图站在项目业主的角度，结合 AN 工程项目招标采购管理的有关规定，以及以
往项目建设的管理经验和实际操作，根据项目特点，从招标采购计划的编制、关键节点的
执行和控制、信息的收集整理与共享等方面提出项目招标采购管理的方法，其意义在于为
边远地区大型工程建设提出建议和参考。
本文系统地分析了现行管理体系下对于 AN 工程项目招标采购管理要求，构建了在建
项目的招标管理体系，使用目前常用的综合评标法给出了该项目实施阶段具体的招标方
案，并对于执行时发现的商务评委作用有限、核定评标价格难等问题，通过推行经评审的
两阶段评标法进行了改进。

ABSTRACT
Tender and bid system is a relatively effective and serious project module of project
construction according to market experiences, and which is also good for make sure the project
quality and reduction of erection time. International tender and bid operation has become more
and more mature after long-term practice; the international convention has been formed and
normalized. There are many problems exist in tender and bid work of project construction in
China compared with developed countries due to short time, imperfect law, unclear
responsibilities of management department and lack of professional talents.
According to related regulations of purchasing management, project management
experiences and project features, the thesis analysis several aspects of tender and bid such as
making up of purchasing plan, implementation and control of key points, collection of
information and so on from the perspective of project owner, in order to provide suggestions and
references for large-scale project construction of backcountry district of our company.
The thesis analysis purchasing requirements of AN Project under the current management
system systematically, build the tender and bid management system of project in construction,
put forward to the purchasing plan for specific tender and bid at implementation period, and
finally provide the improvement suggestions for current management system.
