摘要
随着我国经济的发展，民众对高等教育的需求急剧增加，高等教育从以往的
“精英教育”转向“大众教育”，高校的办学规模日益扩大，但与此同时，我国对教育
领域的经费投入并没有得到相应的增加，高校发展规模与教育投入矛盾日益突出，
高校财政短缺问题日益严重，并已经成为阻碍高校发展的瓶颈。虽然近年来我国
对高校教育经费的投入与过去相比有大幅度的增加，但随着教育事业的发展，高
校仍然面临着教育经费紧缺这一问题，高等教育发展面临着极大困难。因此，研
究我国高校财务管理问题，对缓解高校财政压力、促进高校的健康良性发展，进
而推进和谐高校的建设具有重大的理论和实际意义。

文章共分五个部分：第一章绪论部分主要介绍研究的背景及研究的意义，综
述国内外相关研究现状，阐明研究的思路、方法、研究的主要内容等。第二章主
要介绍高校财务管理的相关理论；第三主要分析我国高校财务管理存在的主要问
题和原因。第四章为湖南省某高校财务管理方面的实证研究，分析了湖南省某高
校财务管理的基本情况、取得的成绩及存在的不足。第五章在深入分析我国高校
财务管理存在问题的原因和湖南省某高校在财务管理方面的做法和经验的基础上
创新我国高校财务管理的具体对策。

Abstract
As China's economic development, people's demand for higher education increased
dramatically, higher education, from the old elite education to mass education, the
increasing size of schools colleges and universities, but at the same time, our funding
for education sector has not been a corresponding increase in the scale of development
and investment in education colleges and universities become an increasingly prominent,
and college financial shortage a growing problem, and has become a bottleneck
impeding the development of universities.Although in recent years, China's investment
in funding for higher education than in the past has been significantly enhanced, but
with the development of education, college education funds are still facing shortage of
this problem, development of higher education is facing great difficulties.Therefore, the
study of China's university financial management problems, to alleviate financial

colleges and universities are the main problems and causes. Chapter IV for the financial
management of a University in Hunan Province, empirical research, analysis of the
financial management of a University in Hunan Province, the basic situation of the
achievements and shortcomings. Chapter V in-depth analysis of China's colleges and
universities because of financial management problems, and one university in Hunan
Province in the financial management practices and experience of innovation in China's
colleges and universities on the basis of the financial management of specific

1.1 选题背景及意义
1.1.1 研究背景
现代高校的规模、内容和范围的日益扩大造成了高校发展所需财政迅速膨胀，
高校财政吃紧问题逐渐成为一个世界性难题。中国从 1999 年开始实行了长达近十
年的高校扩招政策，这一政策使得中国高校规模与经营范围不断扩大，但也使得
高校教育经费面临着入不敷出的窘境。尤其是近些年，由于人们对高等教育需求
的持续升温，与此不相呼应的是政府承担高校财政的能力却相对减弱了，这一升
一降所形成的“剪刀差”使得世界各国出现程度不一的高校财政危机。高校财政危机
给高校的健康快速发展带来了诸多问题 ，如何应对高校财政危机，进而在日益激
烈的竞争环境中领跑一步，是各高校面临的一个重大现实问题，而解决这一重大
现实问题的问题有效方法之一便是制定科学可行的高校财务管理体制。良性运转
的高校财务管理制度是高校良性发展的重要保障。

我国计划经济体制长期实行的财务管理体系已不能适应我国快速发展的市场
经济体制，这一财务管理模式也严重的束缚了我国高等教育的发展。特别在当前
全球面临金融危机的大环境下，世界主要国家的经济发展均面临着诸多困境，短
时期内难以缓解，中国作为“地球村”的一个成员，其经济发展势必受到一定程度影
响，国家经济发展的受阻对于本来就已经面临财政危机的高校来说，无疑是雪上
加霜。正是看到了高校财政困难的现状，党中央国务院出台了一系列相关政策，
如为了对我国高校财务管理工作创新提供了政策支持，国务院明确提出要进一步
健全公共财政体制，推进财政管理体制改革；温家宝总理也在政府工作报告中明
确提出要“加强学校财务管理和监督”；同时为了逐步缓解高校教育经费短缺对高校
发展带来的负面影响，国务院将加大对教育领域的财政支持力度，力争使教育经
费支出占国民生产总值的 4%。国家的一系列强有力的相关政策只是解决高校财政
危机的外部因素，高校要想真正根治这一问题还得从内部着手：即改革高校财务
管理体制。随着中国市场经济的深入发展，中国市场经济主体地位正在逐步为世
界所认同，中国高校应该与时俱进，主动改革其财务管理体制，即转变理财观念、
理财机制、理财职能、理财地位。高校只有将自己视为市场经济的主体，主动融
入到市场经济的发展中，其财务管理才能不囿于传统的管理模式，才能使其为学
校的发展与改革提供强大的物质基础，为学校的发展与稳定提供物资保障。
