研究 并 制 定正确的企业发展战略，是使企业自觉地有计划地发展的需要。科
学的发展战略能指导企业根据外部环境和内部要素组织经营活动，促进资源的合
理分配，有利于增强企业的竞争能力，扩大竞争优势。在现代市场经济发展过程
中，能否正确制定发展战略，是涉及到企业兴衰的重要问题
本文 以 静 海供电有限公司为研究客体，首先描述了公司的基本现状，存在的
问题及发展的契机;然后从政治法律因素、社会环境人口因素、经济因素、技术
因素和竞争因素五个方面对公司面临的外部环境进行了系统、全面的分析，找出
了可以使公司受益的机会，弄清了公司应该回避的威胁;随后，对公司内部因素
进行了较为详细的分析，明确了公司存在的优势和弱点;在此基础上，利用EFE
矩阵、CPM矩阵，IFE矩阵，SWOT矩阵，对关键内外部因素中的机会、威胁、
优势、弱点进行匹配、评价，提出了该公司可采用的发展战略方案，并利用QSPM
等方法对发展战略方案进行了选择，同时提出了公司短期及长期的发展战略目
标;论文最后从企业管理、市场营销、企业文化和多种经营发展等四个方面对公
司发展战略的具体实施进行了阐述

绪论
选题的意义
电力 作 为 一种经济、便捷的清洁能源为工农业生产和人民生活广泛采用而不
可或缺。电力工业作为国民经济基础产业和先行工业，对经济发展和社会进步有
着举足轻重的作用
随着 农 村 电力事业的蓬勃发展，尤其是农村用电“两改一同价”的全面实施，
县级供电企业正面临着前所未有的机遇和挑战，如何适应形势发展的需要，充分
发挥县级供电企业作为法人实体的应有作用，以期在社会主义市场经济的大潮
中，站稳脚跟，并寻求更好更快的发展，向社会提供“安全、可靠、质优、价廉”
的电力，从而真正实现以经济效益为中心，以安全为基础，以优质服务为宗旨，
以深化改革为动力，以科技进步为后劲的企业运营机制。因此，结合县级供电企
业的实际及电力市场环境，制定适应当前电力改革形势和切实可行的企业发展战
略，使之成为全体员工和企业共同追求的目标，对于任何供电企业来说都是十分
必要的
本文主要研究内容
论文 首 先 从政治法律因素、社会环境和人口因素、经济因素、技术因素和竞

对静海供电公司的内部因素进行了较为详细的分析，明晰了公司拥有的优势和存
在弱点;在此基础上，利用EFE矩阵、IFE矩阵、SWOT矩阵，对公司关键的内
外部因素中的机会、威胁、优势、弱点进行匹配、评价，提出了该公司可采用的
发展战略方案，并利用QSPM方法和发展战略适应性准则结合公司发展战略指
导思想对发展战略方案进行了选择，同时确定了公司短期、长期发展战略目标;
论文最后从企业管理、市场营销、企业文化和多经产业发展等四个方面对公司发
展战略如何实施进行了阐述
