摘 要
库存管理是生产运作管理的一个重要组成部分,库存管理水平的高低对产品成
本有着直接的影响。巴陵石化公司合成橡胶事业部一个大型石油化工企业,地处偏
僻,不靠近原料产地和市场,原料和产品的运输成本使橡胶事业部的产品成本远远
高于竞争对手,因此,除了技术进步以外,降低成本是提高产品竞争力的重要手段。

通过提高库存管理水平可以大大降低成本。

橡胶事业部每年所需的20 多万吨10 多种化工原料绝大部分都需要从外地购
买,选取了丁二烯、溶剂油、防老剂264 三种原料进行研究。通过研究发现合成橡
胶事业部的库存管理存在平均库存偏高、采购价格偏离市场价格、价格预测经常失
败的三个主要问题。经过进一步的分析,认为产生上述问题的主要原因是:没有运
用现代库存管理的理念来管理库存,组织设计责权利不对应,信息不能及时沟通和
反馈,人员素质不能适应要求,预测水平达不到要求等五个方面。

针对存在的问题,分析了橡胶事业部对原料的需求特性,选择经济订购批量模
型对原料库存进行优化。在掌握大量数据的情况下,对三种原料的资源、运输情况、
不确定因素、储存和订购费用、约束条件进行了深入的分析,运用经济订购批量模
型求出了三种原料在约束条件下的最佳库存。优化后,仅这三种原料每年可以减少
资金占用1207 万元,降低成本61 万元。

化工原料的库存优化可以在一定程度上降低产品成本,在实际中是可行的。但
是要在巴陵石化和橡胶事业部实现库存优化,必须采取以下措施来保证:在巴陵石
化各事业部之间引入市场机制,运用现代库存管理的理念来管理库存,保证信息的
沟通和反馈,提高人员素质,提高预测水平。

本文通过对巴陵石化公司合成橡胶事业部的化工原料库存研究,找出了存在的
问题和原因,对部分有代表性的原料库存管理进行了优化,并提出了实现优化的措
施。

ABSTRACT
Stock management is an important section of production management. The level of
stock management proximately affect cost of production. Baling petrochemical company
synthetic rubber department,a big petrochemical factory, which lies in an out-of-the-way
place, is not near the sources of raw material. The transportation fee force its cost much
higher than other competitor, so,except relying on the long-established technological
progcess, decreasing cost is a significant means make it more competive. Through raising
stock management level can greatly reduce cost.
Most of more than 200 thousands and 10 sorts of demanded petrochemical materials,
the synthetic rubber department choose butadiene, solvent oill and BHT, they find that
three main problem are present in the synthetic rubber division, including average stock
too high, order price dearture from the market and calculate price often failure. By futher
analyse, we get five main reasons: having not used the idea of modern stock control to
manage the stock ;the rganization can not designs the responsibility right and benefit do
not correspond to each other; information can not be communicated and feebacked in
time; personnals quality can not be adapted to requiring;prediction can not meet the
requirement etc.
We analyse the demanding characteristic of rubber department for material and
research material of stock management by the model of economic order and batch.
Having a large number of dafa, the auther thoroughly analyse three aterials,transport
conditon,indeterminate factor ,stockpile and order expenses,and get stock by applying
the model of economic order and batch.After selection- fine,only these three materials can
decrease taking-up fund 12.07 million Yuan,cut down cost 6.1million Yuan.
Industrial chemicals of selection- fina stock can reduce production cost to a certain
degree,it is feasible in actual fact.We must take under measures to guarantee if we need
to achieve selection-fine stock in Baling petrochemical synthetic rubber
division;(1)introduce the market mechanism between every division of Baling
Petrochemical CO.Ltd;(2)use the idea of modern stock control to management the
stock;(3)guarantee the information sharing and feedback;(4)improve personnel
quality;(5)improve the competence of predicting.
According to the resaerch on stock industrial chemcial of Baling petrochemical
synthetic rubber department,this paper clarifies the existing problems and
reasons,optimizes parts of representative raw material management,and rut forward the
measure to accomplish it.
