摘要
金融业、证券业、保险业被称作国民经济建设的三大支柱。中
国加入wTO后,民族保险业将逐渐失去政策壁垒的保护,面临外资
保险公司激烈的竞争挑战, “人才”将成为这场竞争的焦点。2003
年12月,中共中央国务院《关于进一步加强人才工作的决定》的出
台,人才战略作为一项基本国策的重要地位被进一步强化。而反观
我国保险业的发展, “业务高增长、人员低素质”的现状依然没有
改变,在愈演愈烈的市场竞争中,人才稀缺问题将是阻碍其可持续
发展的一大难题。

通过对国内外企业员工培训的成功经验分析可以看出,我国保
险人才建设滞后的主要原因是经营者对人才培养系统工程的认识不
够,人力资源管理和开发缺乏科学、战略性规划,没有建立起一套
管理高效、运转协调、层次分明的企业教育培训体系,导致人才培
养工作投入大而收效甚微。这充分说明,虽然目前国外先进的人力
资源开发理论和现代教育培训技术被大量引进和借鉴,在某种程度
上推动了国内保险企业的员工培训工作发展,但是将国外先进的理
论经验与国情有机结合,探索中国特色的企业员工教育培训模式还
任重道远。

本课题正是针对上述问题,特别选择中国人寿保险业的主导企
业之一一中国人寿保险公司(以后简称“中国入寿”)的员工教育
培训作为研究蓝本,以期加强对我国保险人才培养实践的指导作用。

在研究过程中,作者从公司人力资源战略管理者的角度,围绕企业
培训体系的建设问题进行研究,期望通过对员工教育培训策略的研
究和运用,加强对员工教育培训体系构成要素的整合,提高培训管
理的效益,从而加快保险企业人才培养的进程。

highly qualifled working group will be bound to hold back insurance
restainable deVelopment.
The analvsis of successml experience in human resource
educating& training in enterprises home and broad comes to me
conclusion that the laggard insurance·reIated human resource
develoDment in China is attributed to the f0110wlng factors: the
insurance managers’ unadequate understandlng ot human resource
educatinsr&training proiect,the 1ack of scientific and strategic planning
for human resource management and development,and no establishment
of a very pertinent and practical educating&training system.All these
factors 1ead to low efflciency in human resource deVelopment.。ro some

technology have promoted China’s human resource deVelopment,but
there is still a long way to walk before the theories and technology are

Viewpoint of human resource strategic management, the author
concentrates study upon how to establish human resource
educating&trainjng system and expects that the integration of
composing factors in the educating&training system will greatly
emlance the e舔ciency of human resource training and management so
as to speed up the process of human resource educating&training in the
insurance flekI. ’
