摘要
国际经济格局深度调整,复杂多变,欧债风险凸显,金融市场动荡难平。受
全球经济影响,我国原材料价格急剧上升,出口市场急剧萎缩,人民币对美元升
值和东南亚新兴市场的挑战,使我国经济增速放缓,很多企业面临融资难、税费
负担重、利润减少、市场开发难和生产经营成本高等一系列困难。顺德的小型企
业大部分是代工或贴牌生产的制造业,位于产业链低端,在国际金融风暴中首当
其冲。市场经济大浪淘沙,小型企业要抓住机遇,化危为机,促进产业转型升级,
谋求新的经济增长点。

在此形势下,顺德的小型企业就迫切地需要结合自身的实际,研究策略措施,
保持竞争优势,谋求新的经济增长点;而政府也迫切地需要推动小型企业实现由
资源粗放型、劳动密集型的高碳增长耗能型向低能耗,技术密集型、创新节约型
的低碳发展模式转变,促进经济的可持续发展。

本文首先对顺德小型企业的发展情况进行了简要介绍,重点分析了经济转型
对顺德小型企业发展带来的不利影响和发展机遇,并就小型企业转型升级的必要
性进行了研究,为下一步确定发展策略奠定良好的基础,另外,结合顺德小型企
业的实际,对顺德小型企业转型升级将在资金、人才、技术、市场等方面遇到的
困难进行了详细的分析。

其次,本文制定了小型企业保持竞争优势的策略,提出了进一步加大技术投
入与创新力度、转变经营理念、调整产品结构、加强品牌建设、利用提升营销管
理水平一系列的措施,以优化小型企业的内部管理,实现企业的转型升级,谋求
新的经济增长点,保持竞争优势。特别对利用机器人提升工业自动化水平,利用
网络平台开发营销市场,利用物联网技术开拓企业的“蓝海”进行了认真的研究。

最后,本文提出了通过建立顺德小型企业转型升级的倒逼机制、推动顺德小
型企业的产业集群发展、加大财税扶持力度、大力发展小金融机构、推动小企业
技术创新等策略,来优化顺德小型企业转型升级的外部环境,促进顺德经济平稳
较快发展。

ABSTRACT
With the deep adjustment of International economic structure, European debt
crisis took place and the international financial market is complex, unsteady and
fiercely changeable. Affected by the global economy, the prices of raw materials in
China has risen sharply, however, export markets have contracted sharply. In addition,
RMB appreciation against the dollar rises and the challenge of emerging markets in
Southeast Asia, which slow down China39;s economy. Many enterprises are faced with a
series of problems during the time, such as financing difficulty, heavy burden of taxes
and fees, profit shrinkage, market development and higher production costs. The
enterprises in Shunde which are for industry manufacturing or OEM production, are
located in the lowest end of industrial chain, affected fiercely during the international
financial crisis. In the tide of market economy, if the enterprises are not able to seize
the opportunity, turn crises into opportunities, promote the transformation and
upgrading of industry, seek new economic point of growth, they must be met with a
crowning calamity.
In this situation, the enterprises in Shunde, urgently need to combine with
practical, research policy measures to remain competitive, seeking new sources of
economic growth; and the Government urgently needs to promote businesses from
extensive resources, labour-intensive, high-carbon growth energy to low energy
consumption, technology-intensive, innovation economy and low-carbon
development pattern transformation, promoting sustainable economic development.
Firstly, this article has a brief introduction on the development of the enterprises in
Shunde. It focuses on analyzing the adverse effects and development opportunities
which the economic transformation has brought on them as well as the need for
transformation and upgrading, of small-scale business, so as to lay a good foundation
for the next step to determine the development strategy. In addition, combining with
the reality of the enterprises in Shunde, this article analyzes several aspects of detailed
problems including financing, human resources, technology, market and others
appearing in the enterprises39; transformation and upgrading.
Secondly, the development strategy for the enterprises to maintain a competitive
edge has been made out in this article and also a series of measures such as increasing
investment in technology and innovation, changing management idea, adjusting
product structures, strengthening brand-building, improving the level of marketing

upgrading, seek new economic growth points and maintain a competitive edge of the
enterprises .Particularly, the use of robots to improve the level of industrial
automation, network platform to expand marketing development, Internet
technologies Blue Ocean to develop their business has been carefully studied.
Finally, the proposed strategy of establishing Forced Mechanism of transformation
and upgrading of the enterprises in Shunde has been brought forward to promote the
development of industrial clusters. Meanwhile Shunde should increase fiscal support,
vigorously develop financial institutions, and develop the technological innovation to
optimize the external environment of transformation and upgrading,then promote
Shunde39;s stable and rapid economic development.
