高精度数字传感器技术发展速度,已逐渐成为现代工业的重要组成部分,其在
国家战略中的地位和作用也越来越多地被国内外所认识。但此技术主要是掌握在国
外的一些大公司手中,我国从上世纪90年代才开始这项研究,并取得了很大的进
步。为了将这些技术广泛的应用到国防、化工、冶炼、农业、粮食等关乎国计民生
的重点领域中,需要尽快将这项技术产业化。不论从国际还是从国内普遍情况来
看,对高精度数字传感器产业化项目风险的分析与管理都是远远不够的。本文从项
目风险识别的方法、步骤和原则及数字传感器产业化各阶段的风险特点分析入手,
从项目管理与产业化过程两个角度来建立风险初始清单,对风险进行分析,并采用
模糊综合评价法、层次分析法等方法对风险进行危害层度来排序,并最终制定出风
险清单。并针对财务、环境、技术、市场等风险制定相应风险应对策略。

Abstract
The high precision digital load cell technology is a rapidly developing high
technology. Its strategic position and the extremely importance of digital load cell as part
of modern electronic industry, national defense and national economy have been consensus
broadly. The load cell industry growing extraordinary quickly and applied domain widens
gradually. It was listed as national key support industry as high-tech industry projects. But
this technology is mainly in the hands of the foreign multi-national business company. The
digital high precise load cell industry was just studies and researched from nineties of last
century in our country and made great progress. In order to make these technology been
widely applied to national defense, chemicals, metallurgy, agriculture, food key field that
benefit to the people's livelihood, we need make this technology industrialization as soon
as possible. But no matter from international or the domestic general situation,the high
precision digital load cell industrialization project risk analysis and management are not
enough. This article from the project risk identification methods,risk identification
procedures,risk identification principles and digital high precise load cell industrialization
each phase risk characteristics analysis, even from project management and
industrialization process two angle to establish the initial list of risk, later on to make the
project risk assessment, analysis the risks. This article uses some methods such as Fuzzy
Synthetically Assessment Model and AHP method to rank the risk harm degree, and
finally develop a list of risks according to project management, resource,project
complicated, technology, market and other risks factors to formulate the corresponding risk
coping strategies such as project plan, project reporting, project structure, quality plan,
vendor expertise etc. Once project risks are identification, coping strategies are made; the
risks should be monitor and control. This article elaborates a number of risk monitor and
control tools and technologies to guide project team and high technology Company to well
control risk to deduce harm. The strategies to manage risk typically include transferring the
risk to another party,avoiding the risk, reducing the negative effect or probability of the
risk, or even accepting some or all of the potential or actual consequences of a particular
risk.
