摘要
本文针对内蒙古鄂尔多斯市东胜区城市管理实际,对城市管理信息系统建
设的内容进行研究,主要目的是揭示东胜区城市管理信息系统的建设情况、建
设模式和数字化城市管理信息系统的运行情况,研究城市管理信息系统的先进
性、科学性,为提升城市管理水平提供保障。

本论文主要采用了调查法,通过调查了解国内中小城市管理信息系统的建
设情况,介绍数字城管理论概念及相关知识。采用文献研究法,从东胜区实际
情况出发,通过调查文献来获得欧亿·体育（中国）有限公司,从而全面地、正确地了解掌握所要研究
城市管理信息系统。采用实证研究法,从总体框架、主要功能等方面介绍东胜
区城市管理信息系统的建设情况。釆用经验总结法,通过对实践活动中的具体
情况,进行归纳与分析,使之系统化、理论化,上升为经验的一种方法。

本文的实用价值,通过实施东胜区城市管理信息系统建设,解决了多头执
法,管理部门众多,职能重叠的问题,大大降低了城市管理成本;实现了信息
资源的对接共享,有利于城市管理多层面、多专业集成,通过整合协调,发挥
它们的整体效能;以信息化手段和移动通信技术手段来处理、分析和管理整个
城市的所有部件和事件信息,实现了对城市的“科学、严格、精细、长效”管
理,对于提高城市管理水平、维护市民的根本利益、构建和谐社会有着重要积
极的意义,为实现数字城市提供了理论支持。

Abstract
Focusing on the Inner Mongolia ordos city Dongsheng District urban management reality
and researching urban management information system construction, this paper
reveals Dongsheng District urban management information system construction,
construction model as well as the running condition of digital urban management
information system and researches the advancement and scientificalness of urban
management information system to provide a guarantee for urban management level
improvement.
The main method used in this paper is investigation method,,empirical
approach and the experience method. Using investigation method, the author
introduces the digital urban management theory and related knowledge by
investigating the domestic small and medium-sized cities' urban management
information system construction. By researching documents, the author roundly and
accurately keeps abreast of researched-cities5 urban management system. Using
empirical approach,the author introduces Dongsheng District urban management
information system construction from framework and main function and other aspects.
Using experience method, the author concludes and analyzes the particular cases in
practical activities to make them systematization. and theorization, rise to experiences.
This paper has solved the duplicate law enforcement, too many management
department and functions overlap and reduced urban management cost by implement
Dongsheng District urban management information system construction; has realized
information resource docking and sharing which help to urban management
multifaceted and professional integration to developed full integral efficiency; has
performed the scientific, serious, careful and long-acting urban management by using
informational methods and mobile communication technological methods to solve
and analyze all the city components and cases,had important positive significant of
improving urban management level, protecting civil fundamental interests, structuring
harmonious society and offered theoretical support to realizing digital city.
