摘 要
企业年金是在参加基本养老保险的基础上,由企业和职工自愿建立的补充养老保
险制度。2004年5月实施《企业年金试行办法》及《企业年金基金管理试行办法》后,
我国企业年金市场快速发展,企业年金业务竞争的序幕逐步拉开。在激烈的市场竞争
环境下,如何抓住机遇,迎接挑战,在市场竞争中取得优势,是一个非常有现实意义
的课题。本文以建设银行山东省分行作为研宂对象,在对我国企业年金制度和该行内
外部竞争环境进行分析的基础上,通过独特的视角,从战略发展的高度,对该行发展
企业年金的战略进行深层次的研究探讨。

文章首先从企业年金基本理论入手,介绍了企业年金的基本概念和国外企业年金
的发展历程,着重研究了我国企业年金制度规定。接着,充分运用管理学分析方法,
通过PEST分析法、五力模型等,对该行企业年金业务所处的内外部环境进行分析,并
通过EFE矩阵、IFE矩阵对内外部环境因素进行评价。然后,运用SWOT分析法,确定
出该行企业年金业务的战略备选方案,通过对战略类型的理解、战略方案的初步筛选
和QSPM定量分析,最终确定该行企业年金业务应采用发展型战略态势。最后,本文运
用战略管理的理论和方法,结合战略态势选择,确定出业务战略目标,并对从公司战
略、经营战略两个层次,提出该行企业年金发展战略。为实现发展战略,本文还从市
场营销、财务、人力资源、研发与产品四个方面提出具体的发展策略,从而有效保证
山东省建行企业年金业务发展战略的实施。

Abstract
“Interim Measures for EnterprisePension and “The enterprise annuity Fund
Management Interim Measures, which were complemented in May, 2004,has established
the trust management system of the enterprise annuity in our country, promoted the rapid
development of the enterprise annuity, and started the competition of the enterprise annuity.
The enterprise annuity Fund Management Interim Measures” complemented in May, 2011,
which further standardized the enterprise pension system in our country. In the violent
competition environment, it's significant for our CCB to know how to seize the opportunity,
meet the challenge, and increase the advantage of the market competition and business
standard operation. CCB is as a research object in this paper.The paper is based on the study
of the development of the enterprise annuity in our country. It discuss on the strategy of CCB
developing the enterprise annuity on the special view, considering the market competition
and the advantages and disadvantages of CCB.
Firstly, the article is based on the theory of the enterprise annuity, and then introduces
the concept, deeply analyses the feature and the structure of the enterprise annuity, which
classified the enterprise annuity as payment and accumulation method, the authorized
method, the way to set up a plan and so on. Secondly, with the theory basis above, the article
introduces the development history of the enterprise annuity in our county, analyses the
current system, deeply studies the developing status and existing problemof the enterprise
annuity in our county. The result shows the great effect and importance of developing the
enterprise annuity in CCB.
What's more, it analyses the external environment with fully using the method of
management science, PEST analysis method, Five-power model. It deeply analyses the
internal environment, and research the advantage and disadvantage, the challenge and
threaten of CCB developing the enterprise annuity。。。
