摘要
自从上世纪七八十年代通信欧亿·体育(中国)有限公司在中国兴起,经过这几十年的高速发展,此欧亿·体育(中国)有限公司
的竞争日益激烈。民营企业在原有的粗放式管理模下,生产成本高,生产效率低下等
因素己经严重的制约着企业的发展。根据项目管理的理论和方法在实践中的长时间应
用来看,项目管理被认为是最有效的一种管理方式,并且在企业界已经形成了项目化
的管理模式,同时对企业战略目标的实现显示着越来越大的生命力。

本文首先介绍了标准项目管理系统的基本概念、发展历程及核心的管理思想和方
法等相关理论。然后对以主要经营通信产品的TATFOOK公司的基本情况以及当前面
临的种种管理问题做了概要叙述,分析通信产品欧亿·体育(中国)有限公司管理上的需求,并根据公司实际
情况选择实施包含先进管理思想的标准项目管理是TATFOOK公司当前首要的选择。

同时还针对TATFOOK公司当前现状,提出了标准项目管理的主要思路,选择产品幵
发流程、组织架构优化与绩效考核的方式来实现标准项目管理体系模型在TATFOOK
公司的建立和有效实施应用。根据标准项目管理理论对TATFOOK公司产品开发流程、
组织架构、绩效考核进行描述、分析、整合优化,并结合公司的实际情况提出标准项
目管理理论主要的方法。最后,本文根据TATFOOK公司的实际情况提出标准项目管
理体系模型在TATFOOK公司可行的实施方案。

本文经过作者结合实际工作经验,并深入各个相关业务部门调研,同时对
TATFOOK公司内部管理进行全面客观的分析,根本目标解决公司管理问题的目的,
通过理论联系实际,力求解决TATFOOK公司所面临发展瓶颈问题,作者提出了在标
准项目管理理论基础上,进行公司产品开发流程、组织架构、绩效考核方案的优化设
计,在此方案的基础上以项目管理理论为指导原则,稳步推进标准项目管理体系模型
建立方案实施的见解和主张。本文的研究数据及产品开发流程、组织架构设计、绩效
考核标准虽然来源于特定的企业,但产品类项目管理实施方案的相关思路对同类公司
同样具有借鉴意义。

Abstract
Since the late 1970s and 80s,the communications industry was rising rapidly in China.
With the fast development through decades,the competition among this field has been very
fierce. Moreover, high cost production and low efficiency of production for private
enterprise, the old extensive management is the bottleneck for the continuous and well
growth of the company itself. However, project management is a valid management way.
According to its concept and methods long applied in the practice,project management has
been formed a management model for the enterprises, which is manifesting more and more
strong vitality to realize enterprise's strategy objective.
The first part in this article is the introduction of basic concept, development and core
management idea of standard project management system; and then it summarizes the basic
information of TATFOOK Company which focuses on communication products and the
various management issues that it is facing. After analyzing the management demand in this
area as well as the real situation of the company, it's found that carry out the standard
project management which contains the advanced management method is the first choice
for TATFOOK. At the meantime, based on the current status, it presents the main idea of
bringing in the standard project management module to the company and realizing the
efficiency of the application through choosing the develop procedure, optimizing
organizational structure and performance assessment. After stating, analyzing and
integrating the develop procedure, organizational structure and performance assessment
which is according to the standard project management,the main method of it has been
proposed under the company's situation. At last, this article raises an feasible project for
TATFOOK with the standard project management idea correspond.
Through practical working experience and deep investigation of each related business
department, as well as thorough and objective analysis to the internal management of
TATFOOK, the author raises the proposal to steadily carry out standard project
management concept and resolve the bottleneck the company is facing, which is taking the
theory of project management as guiding principle to optimize the product develop flow,
organizational structure and performance assessment method. Nevertheless, in this article,
the data for research regarding to product develop flow, organizational structure and
performance assessment method is from the specific company, the method can also be took
as an example by similar companies which manufacture the like products.
