摘 要
在经济社会可持续发展面临能源、环境的巨大压力的情况下，“国家实行节约与开
发并举，把节约放在首位的能源发展战略。”电力需求侧管理作为国家能源战略的重要
组成部分，是节约用电，缓解电力供应紧张状况，提高电力使用效率的重要举措，对促
进能源、经济、环境协调发展具有重要意义。

在目前的社会环境、经济环境和法制环境下，地区供电局对外部环境的改变能力仍
是极其有限的，在此环境下，更为迫切的是要结合我国电力管理的现状并借鉴国外先进
的管理经验和技术，练好内功，健全和完善我国电力需求侧管理机制，提高电力公司的
市场竞争力和生存能力。

论文结合云浮地区用电需求市场的实际情况和作者多年的电力企业管理经验，从电
力和管理理论分析出发，通过云浮电力需求侧市场运营现状分析、影响因素分析和战略
定位，从技术、经济和管理等方面，对提高云浮地区的电能利用水平、减少能量损耗进
行了定性与定量分析，提出新形势下切实可行的对策措施。研究成果对于提升电网公司
进行电力需求侧管理工作的效率与效益提供理性分析的参考。

总之，建立电力需求侧管理的长效机制，将更有助于电网公司在维护电能的稳定运
行、可持续供电、节能减排工作中承担重大的作用，发挥主体作用，实现为社会经济发
展服务的目的，促进社会经济可持续发展。

ABSTRACT
As the sustainable development of social economic facing huge pressure from energy
and environment, both saving and exploitation are implemented as the energy development
strategy, and the saving is put in the first place. Power demand side management as a national
energy strategy is an important measure of cutting electricity, easing tensions in the power
supply and improving the efficiency of using the power. It also plays a significant role in
promoting the harmonious development of energy, economic and environment.
In the present social environment, economic environment and legal environment, the
ability of power supply bureau to change external environment is still extremely limited.
Combining the status of our country electric power management and learning from advanced
foreign experience of management and technology so as to improve ourselves, perfect and
complete the system of our country electric power demand side management and improve the
market competitiveness and survival ability of power company.
Combining situation of power need market in Yunfu and several years management
experience of the author, operation situation of power demand sides market in Yunfu, its
influence factors and strategic orientation had been analyzed according to theory of power and
management. Qualitative and quantitative analysis on the technology, economic and
management had been done to improve the level of using power and prevent energy lost in
Yunfu region. Then feasible countermeasures had been put forward in the new situation. The
conclusion can help the power company with the reference of rational analysis to improve
efficiency and effectiveness of demand sides management.
Finally, a long term DSM mechanism can be set up to help the electric power company
play a main role on maintaining the stable operation, sustainable power supply and energy
conservation and emissions reduction. This will help realize the purpose of serving social and
economic development and enhance the sustainable development of our social economy.
